Winston loved his country. It hurt him deeply to see its people oppressed by the American occupiers. But after the American defeat of the Canadian army in the slaughter of Wasa Lake and Britain’s decision to stay out of the war(thanks for nothing, by the way), it was only a matter of time before Canada became the 51st state.
Now the situation looked hopeless. Bush (Jeb- he defeated Obama in 2012) faced no international opposition and the Canadian resistance was ill equipped and weak. Many, like Winston, had come to the conclusion that there was no way they could defeat the Americans. But by being a constant source of irritation and forcing them to divert precious resources to crushing the uprising, it was hoped that, sooner or later, Bush would realize that occupying Canada was more trouble than it was worth and would withdraw.
Winston was far from convinced the plan would work, but it was their last resort. The major problem, however, was that it was so difficult to strike in ways which would cause the regime serious problems. That is why they had reluctantly agreed that the only effective and reliable method was for resistance fighters to turn themselves into human bombs, to cause maximum disruption and terror. They were prepared to die for Canada. They just wanted to make sure their deaths made a difference.

Ok, seriously this time.
What governments actualy give up power? Not many. Often the government will just force stricter laws, or even begain the slaughter of those who oppose him (Stalin anyone?). I say that as polite Canadians, we let our "guests" stay, and adopt new laws for the new state of "Canada". There are benifts to this people.
Point one: The 51st state could ditch the HST, and do what Alberta does, and just pay GST.
Point two: Some places minumum wages will be raised, as the provinces will just average out the minimum wage and that will be "Canada's" minimum wage.
So, lets just do what America says. They've got a pretty good army after all.

I commend these people for wishing to do something to save their country from a tyrannical reign, but I think a better idea would be to pull a Russia and play the waiting game for winter.

I'm not really sure what the question here is. I'm guessing that it's centred around the ethics of suicide bombing more than the other parts of the scenario. I don't think there's anything ethically wrong with suicide bombing. Fighting with all you've got, or dieing for a cause is honourable. It's just when people act recklessly, and against their survival instincts its frightening, because what other instincts might they over ride?
